Preparedness, bugged or new cooldown?

Title basically says it. I've had the normal reload bug before, but it seems theres a new one.

Im using two SAWs and preparedness. Sometime when switching weapons, everythings fine. Other times when I switch, the new weapon has the same amount of ammo as the first, but the full 85 bullets gets consumed. Yes, I know it takes time for a full regen of bullets, but this happens regardless of time spent. Any thoughts?

Just need to equip the perk again and that should help it.
