Never mind guys but if anyone else is looking there is an internship camp right between Kinship Plaza and south Radio tower. Its right on the side of the main road. I finally got the pursuit done there.

Great job thanks, I was just about to pose this question.
There's a few around kinship plaza I found three where there would normally be hellbug instances.
when i killed mine it was a truck with a dead guy i had to revive.
Alllllll over Kinship Plaza. One on the main road where the E-Rep Rescue normally is, one where a Mutant Grenadier emergency happens, and a MASSIVE Afflicted spawn happens where the Major Hellbug Arkfall final event for Mt Tam normally happens.
