On the main page here where they were advertising it they said it was special. I would never trash anything like that. Like the infector grenades. Most people hated them and slavaged or sold them, then this week you find that they are amazing to use on the infected.

Experimented with the grenade and it did nothing different or better than my usual bio grenade. If it was special, it was so subtly so that I couldn't tell the difference.

If an item is truly unique and granted from a quest or pursuit it should be noted as such (red text maybe?). This is just a basic bio grenade from all appearances. More than likely Trion's PR department is making it sound more 'special' than it really is.
When I was on the site early yesterday that post wasn't up so like I said I didn't see anything saying it was special. However, suspected it might be so I tried it out for a while. I even threw it on myself a few times to see if the effect was something you would only notice if the effect was on you (perhaps a visual effect like the spitter's goo) and I saw nothing special about it. So again, my answer to your original question is, if there's anything actually special about it I didn't see it.
