What do EGO perks that give "EGO power recharge" do?

I see a couple perks that recharge your EGO power when you do something (like kill an enemy). What does that mean?

It means that if you've recently used your EGO power, and it's on cooldown, those perks will recharge the power faster so you can use it again. Some of the perks give you a static bonus to how fast it recharges, other trigger off of things like kills.
