I wouldn't call it silent. You come across people talking sometimes. I had a very interesting conversation about the power of dance and bacon like 2 days ago. We all just stood around shootin the shtako after we finished a major arkfall.

Most are quiet and if they are thats where youtube comes in handy but there are some who talkjust need to find them

It's as much a symptom of a game that is too easy as it is a poor chat system. There's no need to communicate to beat content, so no one does. There's not a good enough chat system to make idle chit chat painless, so no one does. And of course you can't type while fighting, so no one does.
It gotten a bit better.
Iron Demon Ranch seems to be shaping up as a public hangout Spot for randoms and Traders.
Also, at the End of a Major Arcfall, there usually is trading chatter going on.
The Community seems to find it's way to communicate.
Reminds me on the old days in Everquest when Greater Faydark turned out to be the most popular Zone for Traders since it was one of the Zones, that didn't had a City tucked away in a separate Zone for Banking.
Not gonna change any time soon. Games have gotten too easy (Defiance is essentially a "can't-fail" game), death penalties have been eliminated, etc. People talked and chatted back in EQ1 because they needed to and because there was frequent opportunity to. Nowadays MMOs are twitchy, mindless "action" grinds. It's no wonder nobody chats.
