I'm not saying this is the case, but you have to remember that those pre-order bonuses cost Steam nothing. They're virtual in-game fluff. What would cost Steam is a failed pre-order program that has potential customers thinking twice about purchasing through their platform come next game.
It's actually in Steam's best interest to make sure all three tiers are met, so all the people who did not purchase Defiance through Steam end up feeling like they lost out on some nice perks, and think twice about ordering with another distributor next time.
In other words, I would be completely not surprised if Steam helped the pre-order reward bar for *any* game move along. We don't know what each tier represents as far as the number of units pre-ordered, and they can likely change that value on the fly to suit their interests. They are a business, after all.
well the progress picked up a bunch during the beta event, but i think that was mostly cause every steam pre order got 4-5 extra beta keys they could gift to people on steam. i know i gave mine away once i noticed i had them.
as for the tiered rewards yea steam might juice em, but i doubt it. i mostly only wanted more bag space, and ill buy even more once the game goes live.

Well, if u want help with bar progress and buy me 1 copy, i can trade it for anything from my inventory (http://steamcommunity.com/profiles/7...inventory/#753). Otherwise i will buy it somewhere else and cheaper (if steam wont get tier 3 reward for season pass discount). Hell, there were even keys for around 35$.
maybe more people are buying for console over pc?
Problem is, that steam came late. Most ppl already preordered game way before steam introduced it. Some ppl also wait with steam preorder for bonusses since there are cheaper ways then steam to get this game. But as long as Steam didnt reached tier 2, they may change preorder numbers for t2 and t3 so they can ultimately give all 3.
