Well, it is also possible that someone wants to blame this disease on the Irathients, even though they may not be responsible. Perhaps a group of humans wanted to create some sort of "human super soldier" and things went horribly wrong. So, they decided to find a convenient scapegoat. That scapegoat happened to be the Irathients. Or maybe you have certain Votans and Humans colluding to re-start the War. Maybe the Votan created some sort of last resort Bioweapon, before the Peace Treaty was signed, but never had a chance to use it and someone has found it. Wouldn't surprise me if the Indogene were somehow involved, in the initial creation. Of course, it is also possible that the Irathients do actually carry some sort of disease that does afflict humans. Regardless, I would not consider putting someone out of their misery (stage 4) as genocide. It is, more or less, an unfortunate but necessary act of mercy at that point.

As some of us may hate it, we are biologically close to each other. The plague is our form of the human common cold. It just hits humans like Razor Rain... I will say...
