It's Like This Game is Still in Alpha.

    Another game breaking issue.

Loadout 1 keeps clearing itself when entering PVP

No. You're the only one. Do a search for threads about loadouts clearing in pvp if you don't believe me.
    Defiance branded cereal.
Bullet shaped crispy wafers of corn by product with sweet marshmellow Hellbug skitterlings, and chewy chocolate shield pickups.
For a limited time only, random boxes come with a variant of the popular with kids "Dead Raider Blaster" figurine. Variants include bullet holed mohawk, and brown stained pants.

Shadow, you werent in alpha. Some of us were. Its different than now.

Are there still some issues that existed in alpha even going on now? Yep.

Is there more content now than Alpha that even alpha testers didnt get to see? Yep.

Have new bugs cropped up at times since launch that werent present during alpha? Yep.

So overall, saying its like the game is still in alpha really doesnt match up.

Most of the time people say "This game is as if it was still in Alpha" they don't really know what an Alpha is like...

It seems anymore when it comes to games being released they make it and then take chunks out of it and turn it into DLC to make more money. Where in reality it should have already been in the game.

That doesn't just "seem" like it. For many games that is the truth with day one dlc. For other games it is a bit more complicated: they work on things, keep working on things, but at some point the game just has to be released. So things that aren't ready at that point get turned into DLC. Then again it was obvious that the business model of this game would always be onme of DLC.

I think what he is pointing out is that the number and severity of issues in the game are those that one would expect in the alpha game. At this stage of things (about 2 months since release), one would not expect things to still be so rough and buggy.
