Im pretty sure at any level they can have them but becomes more likely as you get above 500 ego , got a friend with a ego 120 courier and it has radiation nano effect
not sure if that helps man but ive seen some realy low ego weapons with all diferant kinds of nano effects.

Thanks man it does help. Because I heard you don't get nano effects till 250 or something like that.
