You can redownload it from your purchase history on xbox.com or your download history on the xbox.
But you should be able to log in now anyway, what error do you get?
Unless the download isn't complete and/or corrupted, no. Re-downloading likely wouldn't make any diff at all

Deleting your profile and then recovering it seems to be the best fix.
2 days still unable 2 play ive tried everything i could think of still dont work re downloading didnt work either
Weird, now im getting sign in bonus error. I was on Friday night, and all day Saturday with issues. Ah well. Only had side missions left to do anyway
FYI..i just kept trying and after about 5 consecutive attempts, it let me in
