to my knowledge no, but they are usually on for good chunks of time, I'd recommend checking often obviously as you are bound to see them eventually. I have seen dodge specials on several occasions now, I am always selling loot so I tend to see what's on as often as they change.

First off, it obviously needs to be a Dodge Challenger weekend for them to even appear. When it is, they appear at every fast travel station that I've seen.

When it's not a Dodge Challenger Weekend Event, you can check under the Contracts tab in the Goals menu on your wheel menu to see what missions will raise your reputation with Paradise Territory.

They change hourly, just like every vendor special. It's random luck to find the one thing you want in the rotation though AND what you have for special is not what I have for special, so it's not something your friends can help you find (just like loot).
