Because it feels really sluggish to me. I know it has an overall higher speed capacity but it feels like it takes a long time to reach max speed, the boost is much slower to refill, quicker to drain, and doesnt seem to handle terrain very well.

The challenger is faster than the duni, yes. And the red challenger is faster than any other vehicle, including other challengers. People will say "The duni is faster on hills" or whatever, sadly I don't believe vehicles (in a given class) in this game truly have that distinction, just watch a major arkfall, the challenger will take hills just as fast if not faster. Its a perception thing. Its like I don't feel slow when I am driving my truck, but truth is its the slowest roller in the game.
Depends on which challenger (not charger, that's only in show) you are using. The maneuverability on all of them is not as good as a duni, but each boast different strengths and weaknesses (cannot attest for the black or red pre-order, but I have all the others).
So using the Orange as a base model...
The Plum crazy has more hit points, does less dmg
The white does more dmg but has less hp
Neither of those 3 come close to the Duni's 0.7 boost refill or 3.5 boost amount BUT
Then you have the Billet Metallic which has more HP but does less dmg than the orange AND has the closest boost stats to the Duni at 0.6 and 3.3 respectively.
Still none handle as nice as the Duni but they are a lot stronger and hit harder (but if they keep nerfing the cars this would not matter anymore)
Oh yeah, besides boost amount, all the Challengers have a higher top speed than a Duni (boost speed and regular speed). But I think all Challengers top speeds are about the same.
This must be on the PS3 only then.. cause on PC they all have identical stats except for the red pre-order which has a higher top speed.
EDIT actually you are right, I never bothered to look at the damage stats on them cause honestly.. I don't really use my vehicle as a weapon. The Billet grey metallic one does also have slightly better boost, and I do mean slightly...
.6 boost refill and 3.3 boost amount vs. .5 refill and 3.1 boost amount for all other challengers.
The red high performance has a 36.4 speed vs. all other challengers (at least the 7 variants I have) 35.7.
Honestly the fractions on the boost are not that big a deal with the metallic one. The red does feel noticeably faster to me. I prefer the orange though looks wise myself.
As for turning speed and what not, without hard evidence or a stat for it I am not sure how actually true that is. I did some donuts in my Duni, Challenger, and Nomad and they didn't seem any tighterin the Duni to me, though.
Challengers are fastest in general.
Buggies may be better in San Fran.
Fast is a matter of perspective. A (slighyly) bigger object looks to be moving (slightly) slower even when they are same speed.
It is most unfortunate they crap on the black challenger's stats. For the hardest to obtain vehicle in game, it is just a disappointment.

The Challenger is good if you're on smoother terrain, I almost always use the Duni since I can get around San Fran and stuff with hills better with it. The Nomad isn't bad either for off-road but since they nerfed the durability its speed penalty makes it less useful.
Vehicles are balanced pretty well. I have almost 40 vehicles and I still use a duni because they climb hills easier, and 9 out of 10 times for me, that's the difference between making it to the arkfall and not. Anyone that has finished all the time trials can tell you, making it over a hill, or around something in your way, makes all the difference. Nothings hurts your time like having to stop or turn around and find a different path.
Challengers might have decent top speed, but in the Bay area, (especially San Franciso) you're way better off with that boost to get you over, and around things. All that top speed doesn't help what-so-ever when you're having to come to a full stop to get around an emergency that a duni could blow right past (or because of the weird physics hop right over).
As far as their durability goes, I use a nomad to crush things, that's what it was made for, and still works pretty well.
If you're just looking to go anywhere Hannibals are your best bet, but their top speed is low.
TLDR
For me, Dunis are more responsive, and the extra boost helps you get over and around things.
I don't use runners because their durability is just too low, and Dunis offer most of that speed and acceleration they offer.
IGN - Starbat
The Camo Namo V6 (that cash shop one) drives a bit faster than a Duni if you use boost as it maxes and keep on accelerating, although it does feel slower; perception.
Challenger, specifically the red one, is the fastest in the game. When I've been driving my Camo around, a red challenger will always pass me even if I'm racing them, and they'll slowly gain speed ahead of me.
