Update1:
Still trying to decode it. the last symbol could be "W" but one little detail doesn't match with my reference for that character:
- The one between "9 and 10 o'clock" is a curve, but in my reference it is a triangle.

The first looks like "L" but again, one little detail is different to my reference:
- The one between "2 and 3 o'clock" is a curve, my reference shows a triangle there too.

I don't think that this gif is the code we are looking for, because the symbols 2-4 are for 2 letters each (for example UO/OU) - easy to identify on the center hex.
And from what i learnd so far - they can't be numbers eather, because the outer hex would ONLY contain lines. (no curves or triangles)
