"Hidden" Code list/discussion

Think I found an old code that has been thrown at us for a while, but never actually saw it for what it was. Going to spend the next few minutes trying to break it. If I can't, I'll post what I have so far so others with better minds than I can have a go at it.

I just hope its more than just a random sequence that was used, so it doesn't turn out to be a wild goose chase.
