I don't see why they couldn't do that, but I haven't heard or seen of such a mod yet.
At this point we're just speculating IMO, since we have no real info just suppositions.

Keep in mind The Firestorm and the Thundershock might not even be weapons but weapon enhancements/addons to add that element to a weapon.

Well we know the firestorm is a weapon mod. People have been saying that the Thundershock maybe a shotgun with electrical abilities
