I found Charlie!! I just finished a really tough battle against a Volge Elite Viscera, and there he was, standing in the road, actually applauding my effort. After a few seconds of applause, he disappeared. The location was on the road just a little bit south of the Bathhouse, by some building ruins. I was so shocked, I forgot to take a screenshot, but it was Charlie, as plain as day.

I recall (in a fit of boredom) spending 30 odd minutes running over Charlie hundreds of times which resulted in a large pile of corpses....I look forward to road killing him again...and again.
