At the very least, Trion should allow weapons to level during Arkfalls. Sieges provided a tremendous opportunity to level weapons and did not seem blatantly out of line with the rest of the game so Arkfalls have no reason to continue doing this. I'm fine with reducing the number of active Arkfalls at a given time so long as the total amount over time is not decreased. This would also help to avoid excessive downtimes with nothing to do. Still, I see no reason why Arkfalls cannot grant experience as right now I currently have absolutely no incentive to complete any of the stages prior to the final one.
This would not be ideal, minors are only arkfalls that give weapon exp, and reducing emergencies would just leave me with less to do. If they want to reduce server population, its one approach.
A few weeks ago, I saw 3 arkfalls and 4 sieges up at once, at a quiet time of day, so I guess less would make sense. But I still dc if there are too many people around me, so reducing choice only makes it more crowded, and less likely I will even bother attending. Keys only use is boxes and most the rewards from them recently haven't been worth the effort. The carrot looks a bit moldy
