Well after building a rolling thunder gun I can definitively say that the accuracy stat is better when the numerical value is lower from the original value.

Yeah the game has problems...but they continually try to fix it.
Regardless, this game is fun!
As far as I'm aware it works. I have a Tachmag that has a -0.01 accuracy/bloom w/o any mods on it.
