The Bay Area is farms and mines, its not a town its a rural territory. Houses would RUIN the feel of the game.

I felt the Bar area in the "dark zone" was intended to be a gathering place for us, but I didn't really see anyone gathered there in PS3. We really couldn't talk on the console (without the keypad typing with a controller is next to impossible), I went there a couple of times just to check it out. The "trailers" on the side make me wonder if they might have player housing eventually. I would love to have one of those little trailers for storage. :-)

Iron Demon Ranch and the consolute building are pretty large in their own right and openly safe zones. I am not sure what more you need?

keep in mind we haven't seen san francisco yet, we've basically only seen the outskirts of it, suburbs maybe, im not too familiar with the bay area to know how it is, but i'd imagine once we get to where the down town area of the metropolitan area once was... more buildings may have survived a bit... pure speculation

    The Crater.

also, it kinda depends on the playerbase to utlize a place as a social hub.

    Why??

This game has no feel of any kind of "social atmosphere". The fast travel area that has a bar ( I don't recall the location) would be perfect if players could enter said bar and maybe play pool, shoot darts, gamble for scripts...heck, something. It's just nonstop drive around & kill, it is fun but incredibly repetitive.
I feel a social hub with something to do when you need a break from just driving from arkfall to arkfall would be an awesome addition.
