There's a saying that's popular on the Borderlands 2 forum, "random is random". A lot of the legendary items have 0.xx% chance of dropping. Some people have 100's of legendaries, some have 2. The difference between the two games loot systems is that with Borderlands 2, is that you know exactly which boss will drop the desired weapon. The other thing is that the same legendary has many variations, so even if you finally get the weapon you're looking for, it may not have the ideal stats. Another similarity is that the player's have created a decent economy through trading desired weapons back and forth. Some players may have been lucky enough to have a weapon they weren't looking for drop and the trade forum is used as intended so everyone can make reasonable trades.
Like Defiance, the Borderlands 2's currency is just as useless as Scrip, so the desirability of different weapons to use for what you're trying to accomplish is the driving factor of the economy.
I'm not comparing game type or gameplay between the two games, Im just using it to explain what I feel is an ideal economy for weapon rarity and desirability. This is hard to implement in Defiance because there is no variation between weapons or a location/boss to farm for the desired weapon. Random is random, and you're never guaranteed to find any legendaries. All you can do is grind away and pray.
The thing with Tier 4 boxes is most of the time I get 3 blue's and 1 green. You only get 3 weapons from Tier 3 and you won't get 3 blue's every time, that's for sure. I get more purples and blues from Tier 4's...also I do get legendary's from time to time...I think I've gotten 8 legendary's so far. But I've bought a ton of Tier 4 boxes too.

I'm terrified that my first Legendary won't even be a gun I use (I only consistently use two or three). And I don't even know how to trade in-game yet.
