There's a "Dodge" sponsored timed challenge near there. Lots of fun driving that thing; you could probably just leave the challenge up as long as you wanted and drive around in the car...

Hit start, left trigger for the radial then there's an option, forget what it's called, maybe missions which has checklists that you need to complete for rewards like outfits and cars like the challenger
The challenger showed up in the timed deals at one of the merchant kiosks for some people. That's why some people had it.

Not really, the deals are random. It's a nice feature having you constantly go back to see if something new shows up.
Got a nice scoped purple AR out of it.
